East Cullompton & Culm Garden Village

On 2nd January 2017, the Government announced plans for new garden villages and towns across the country, including Culm Garden Village.

The long-term plan for the Garden Village is to deliver up to 5,000 sustainable new homes, as well as employment, shops, schools, transport improvements, healthcare facilities and leisure opportunities.

Part of the garden village, East Cullompton, is allocated for development through the Mid Devon Local Plan and there is a wider ambition is to create a new community of up to 5,000 houses, potentially to be allocated through the next Mid Devon Local Plan.

The East Cullompton Masterplan supplementary planning document (SPD) adds detail to the Local Plan policy and was adopted by the Council on 26 April 2023.

The Strategic Design Code builds on the Masterplan SPD. It sets out how East Cullompton should look and feel, and what kind of place it should become. It provides broad Structuring Principles and detailed Codes, so the most important parts of the Masterplan are fixed, while still allowing designers to be creative at the detailed design stage. The Code has been prepared to help make sure future proposals meet the high quality standards expected by local stakeholders.

The Strategic Design Code is for everyone involved in East Cullompton, or anyone with an interest in it. This includes landowners, developers, designers, residents, Town and Parish Councils, Mid Devon District Council and Devon County Council. It should be used at every stage of the design process, from planning the overall layout to working out the details of individual sites. Planning applications for land within the allocated site area will be expected to follow the Strategic Design Code.
